Nadiad Nagarpalika clerk Virendra Desai expecting bribe to enter name of nominee in our residential house

We are having our residential house at house no 1733, Nr. Raju tailors, Mill road, Nadiad Dist:- Kheda, Gujarat. Plot is rented by by nadiad nagar palika since 1969 to construct house on the same. It is registered under property card with city survey of India. After the death of my father on 21st Jan 1999 we tried to change the name as nominee my mother, but clerck Virendra Desai is not doing so since last 12 years in the expection of bribe which we are denying. The matter has been put in front of chief officer of nadiad nagar palika but all in vein. Now even my mother is also died on 25th may 2012. We want to enter my brother’s Vinod’s name but we are not getting any response from nagar palika and we are blank where to go and complaint.
