motorola moto e screen broken

well my moto e screen broke recently.so i went to the customer service centre where they told me it will cost 2700 rupees to fix the screen.now when i aaked them why they are charging me so much when only my outer glass panel is broken and other thing including touch and display works perfect,they told me that motorola sends then the whole LCD panel.so they have to replace the whole LCD panel.further when i investigated i found that the LCD panel costs 2200 rupees all across the India.now when i asked them why they charge 500 extra.,they told me it service charges.at that moment i doubted his honesty and asked him to give me a written statement that they add service charges even though the phone is under warranty to which he became outraged and talked in a very impolite manner
ok now i have three questions annoying me
1)why they change whole LCD panel when my outer glass panel is damaged
2)why they charge an extra service charge when my phone is under warranty
3)are not they liable to give us a written statement?
plz help me guys..
