money not refunded scam

I had registered with Mumbai Rangers in June 2016 for a trip to Kolad which involved river rafting. However, the event got cancelled weekend after weekend due to heavy rains, due to which I finally couldn’t attend it. All the participants were thus told, they can either attend it in coming weekends or just ask for the refund. No time limit was specified; Neither does it say anything clearly about time limits on their refund policy online.
Geeting back to the point, I have mailed them and contacted the concerned person via mobile, numerous times since July 2016. I also sent him reminders via whatsapp a few times.
Over the time I contacted him, I was told that he is out on some trip and that he will get back to me after checking the records.
No mention of time lapse. At all.
After a while I forgot about it, as anyone would due to busy schedules and life.
I remembered it again somehow, on 3rd Jan 2017.
I called up. The reply I got left me flabbergasted.
The said concerned person told me that the money gets refunded within 10days automatically and even if not, no claims are entertained after 3 months duration of the event. (An event which never happened!)
When I started to explain to him how may times I have contacted him these months and that he never said a word referring to his “policy” so far, he says their “policy” also says no arguments will be entertained and cuts the call.
This definitely looks like a scam to me.
