Money deducted for policy cancellation in free look period and also intensely delay for refund

I purchased health insurance from Royal Sundaram Genaral Insurance Company through Policy Bazaar with policy No: SGP0000271000100 on 12.08.2016 for Rs 14054/-. I received policy on 19.08.2016, after carefully reading I found policy is not as per my expectation, so I cancelled this policy on 25.08.2016. They send me confirmation for cancellation by letter which was received on 01.09.2016, in which they mention they initiate refund of Rs 13954/- means they deduct 100 Rs. I frequently called them regarding that but every time they replied we will revert back within 48 hrs, but they never replied me. I also asked them for refund they every time replied they initiate refund and check in your bank account. I called them more than 5 times and every time I got same response. I again called on 14.09.2016 and on call Mr. Shani replied me that they need my bank account detail for deposit refund that means they every time speaks lie. It seems that they have intense to retain my money for long time so they will earn interest on my money. After very long discussion and lots of mail they return my money on dated 16.09.2016 but they retain 100 Rs for cancellation charge. This is cheating with me because I cancelled my policy in free look period and I feel that I should get all my money. So please look into the matter.
