Money debited without services

Name of company/service: PVR CINEMAS

Hi there, its manvi. i was transacting for tickets on their official website and they debited the money hence there is no tickets,, they never pick their phones. when i visited the nearest outlet they said that it will be refunded within 38 hrs and now it has been more than tha.. still no response!! how can they make such fraud in this edge???
