Misguidng and Fooling Services by Tata Docomo

Hi,

I am a Tata Docomo internet customer since the last 1 year.
While taking the connection I opted for the 1.5 Mbps plan. When the first bill came, I was charged for 1000 INR more under “Static ip charges”.
On complaining this to the customer care, after a week TATA removed the charges and a new bill was sent to me.
At that point of time, I had cleared to them that I dont require a static ip. But they said that its a free service coming with my plan. I repeatedly asked them to deactivate the service yet, they did not. On asking, if this service becomes chargeable in future then what will they do? They replied that they will call me and mail me, confirm me regarding this service and then only activate it further.

After 1 year, this months i recieved a bill of 3027 INR. I was charged 2000 INR again under “Static ip charges”. My net was disconnected on 11th Sept, 2012. On repeated complaining they say that I activated this service last month. I am really frustrated with their pathetic service and response.
I did not recieve any call from their side, but they say they have called me. They are not ready to remove this charge and told me that I wont recieve my net untill I make this payment.

Please help me out.
