misguidance and irresponsible acts

I have a post paid connetion of reliance having number-9864168681 which is active since last 1-2 years.i had submitted a request for migration from post paid to pre paid on 28/04/2014 in P.P Telecom,Hojai-782435 and when asked for the acknowlegment the concerned person refused to provide stating that this is not our procedure,so i gave an application along with the form,a copy of which i took back getting received done by them.
Again I gave a reminder to them about my job not being done on 26/06/2014,also stating that my rental bill is getting due and late fees are aslo being charged due to your delay.The person naming Binay from P.P Telecom asked me not to pay the bill and ignore the billing reminders as because these will be adjusted when the number converts to pre paid.
On 23/07/2014,my outgoing was barred due to non payment of bill and when I informed the same to P.P Telecom,they said to wait and not pay the bill,as it was their problem and again assured me of the job being done.
Adding further to my insult,my incoming was also barred 3days back.
But now after enquiring for more than 20 times,they are asking me to pay all the dues and resubmit a fresh request for migration.
The bill due includes the rent for 4months and late fees levied thereupon.before the date of my submitting the migration for,i had always paid the bills within due date.now i said them that i can re submit the form on your request but i am not ready to pay the bills.
please help me if I am not wrong.my alternative number is 9435168681
