LPG Cylinder Received in Pre-Damaged Condition

I have received a Domestic LPG Gas Cylinder on date 31st May from local dealer of Bharat Gas,

Details of supplier :
Phorum Gas Agency
Near Sardar Patel Statue,
Vallabh Vidhyanagar,
Gujarat – 388120.

Which was found in pre-damaged condition, the regulator connecting pin was not at all usable due to safety purposes. Same thing was reported to supplier on 06th June 2012 vide letter/application for replacement.

Till date there is no response / replacement received.
