Job consultancy not provide any interview calls

Dear Sir,
I have registered with M/S, ACK Infrastructure Service Pvt. Ltd. Kolkata ( Consultancy service) for provide me new job in the year of 10.04.2014. I have paid Rs. 1500/- for the services for one year.
After registration i am regularly follow up with them and they are assuring me that my CV is in process and they will make a call for an interview very shortly. I have also visited their office so many times and every time they are replied me the same answer.
This process is continue for almost one year. In the month of March, 2015 after getting nothing from the consultancy, i have asked them to refund my money for not providing me any interview calls. But they refused me to refund any money.
They are cheated me and also giving me mental harassment.
Kindly take a necessary action and do the needful at earliest.
