Item not received & also not refund my amount

Dear Sir/Madam,
I placed order of Laviata Casual Shoes for Men – Black (LS-01 & H555) to Seventymm on 7.Jan.2013. But still date i have not received material. still today I called him 12 time for delivery & from last 3 time asking for refund. But every time costumer care representative replied due to some technical issue we unable to send. you will received within 3 working days. I waste my almost 270 rupees on phone call for followup. But still there are not giving proper response.
