Irresponsible behavior regarding compliants registered with them

I have registered a request to migrate my postpaid number to prepaid in end of july 2014 in Kolkata Customer care center by giving all documents and request has been registered successfully but they have not completed the request till now and continuosly sending me bills. As i have taken transfer from Kolkata so i cant go there directly but asked one of the freinds to go there and now they are saying first you clear all your bills only then we will further process the request. They do not respond on any of my mails and not even call me , telling me that your number is unreachable but continuously call regarding new offers on the same number. Even i have given two alternates number but there also they are not contacting.
Now if i will clear the bills then also what is the guarantee that they will complete my request and next bill will not be due on me.
Please take some action so that i can get releif from there bad service.
