Increase in domestic load–From single phase to three phase power supply

I, deposited Rs 11280 vide receipt no 512/91438 dt 13-09-2011 with Asstt.Executive Engineer Punjab State Power Corporation Ltd. Sub Urban Hoshiarpur punjab for increase in my domestic load.Again in March 2012, I further deposited Rs 21000/- vide Receipt No.343/91448 dt 16-03-2012for line charges and for installation of mini transformer for my residence but after more than 10 months no action has been taken by deptt. for installation of transformer and as a result I am forced to bear power fluctuation and damage to my expensive electric installaions.
