Fraudulent Calls/False cases imposing on customers

Sir,
I have used Reliance Data card from Jun-2010 to Feb-2012. I have been told that the speed of the datacard will be 3.1Mbps in metro cities. But when i used the datacard, i found that the speed is drastically low and couldnot move beyond 100Kbps and drops even to 10Kbps or lower. I have given repeated complaints and they suggested to install Download accelerations. But this thing didnot work for me and i had given a call to disconnect the service.
Even though i didnot use the datacard, they have imposed false amount toward the billing and now, i am getting false calls, saying that my case is pending in court and need to pay the balances.
Its purely a fraudulent company. They dont provide required service and now insists to pay them for which we are not responsible.
