Fraud and Harassment owing to connection

This organization called me on 25th June 2014 to offer me migration of my existing number 9903782207 from Prepaid to Postpaid connection and at the same time offering me a new free Prepaid connection of Airtel of number 9163640559, they sent Executive and collected docs and Rs.300 saying that this is refundable in three parts with adjustments in billing. But since then they switched off the ph and the other two ph numbers written in the cash memo went on ringing nobody picked up for 4 days. No connection got started neither prepaid nor the postpaid. On calling the Airtel helpline 121 and 198 said that the docs has not been submitted. These people are neither returning money nor connecting the connections. I want money refund and good punishment of them so that they should not dare to harrass customers like this in future.
