Fraud By TDI

I booked a plot in 2005 and made the 90% payments. The plot was proposed to give in 2007. They allotted me a plot no L-885. i was shocked to received a reply through RTI from Town Planner, Govt. of Haryana that plot no L-885 has not been shown in plan submitted by TDI there is no Plot no L-885 in that project. Thus there no question to give the license to TDI for this plot no.
Thus the have make a fraud with me to allot me a plot which is not in existence. i made a complaint to Economic offence cell (Delhi Police) but TDI is so claver he manage their and nothing has been done so far. TDI has lot of money and spent to buy all agencies.
