Fraud by one assist

I am having a phone redmi note 5 pro which i had buy of rs 14500
After that I make an insurance of my phone with rs 1614 with one assist
At the time of buying the policy executive of one assist had told me that at the time of claim u (me)have to pay only 10% of my total damaged cost
Now after giving my phone for the damaged claim they are asking me to pay 1000 as a excess fees.
The total repairing cost of my phone is just 4460 on service centre 10% of which is 446 only.
Now they are saying (asha mam who is a tl )as per the terms and conditions customer have to 5% of total invoice value or rs 1000 or whichever is higher
One assist is having a tie up with national insurance and they are saying this amount is charged by national insuranc
One of their executive said 10%of invoice values is charged
Two executive said 5% of invoice value is charged
And
And one executive said
5% of invoice value or rs 1000 whichever is higher.
