Force to buy health insurance plans

Name of company/service: HDFC Credit Card Division

I Chandresh Khandelwal (+91-75886-90982 & +91-94142-92333) is a HDFC Credit Card Holder want to convert my credit card payment into 12 month EMI option (Which is offered by HDFC Bank), so I called to HDFC credit card customer care center. They told me the term and conditions such as the interest rates which will be applied for this process and also force me to buy an health insurance plan.I was ready to pay the interest but they told me that if I will not purchase that insurance plan, they will not convert my credit card payment into 12 months EMI. So please help me, How can they force a customer to buy a health insurance plan.
