Fees submitted for studies is forfieted without any notice

I booked my gmdss course for may12 then due to some reason i could not attend the course and i asked course incharge to postpone my course.He postponed my course but when i ask them to rebook my course for August 2013.they refused to book it saying its been more thann a year since i booked my course and the fees is forfeited.No such information was given to me regarding this neither verbally nor in written.No such condition is written in any prospectus.
