failure to supply item,for which I paid in advance

I am a prime member of amazon.in and have purchased about 8 items through it.This time I ordered for laptop cover(sleeve) on 4th July with advance payment..So far I have not received this item till 13th. I tried to cancel it but I was told that due to some reason it can not be cancelled. I have sent mail and also informed through chat option.Now I have given ultimatum of consumer forum action against amazon.in
