Failure to activate new SIM Card & ignorance on part of the Service Provider.

Hello,
My Father bought a new Vodafone SIM Card for my 2 days ago. They charged Rs.200/- as “Activation Fee” and assured us that the Card will be active within 24hrs. It’s over 50 hrs. now but the card is still inactive. I visited their Vodafone Store today. They told me it will be activated by the end of the day. However, there is no sign of any activation. We called their Customer Care Number two times, but they ignored both calls by giving really lame excuses. We want the Card to be active right away or we demand the so-called “Activation Fees” to be refunded.
