Extra charge over M.R.P.

Location/place: Silvassa, U.T.

Name of company/service: grocery shop

I would hereby like to draw attention towards unfair activities been carried by shopkeeper around silvassa area.
Here shopkeeper are charging extra money over the M.R.P. for products such as milk,curd, butter milk, cold drinks, etc. When asked for the reason they justify it as a cooling charge.
As per definition of M.R.P., it covers all the charges of the product and shopkeeper himself have the share of profit within M.R. P. Then why they should charge extra?
