excess amount charged on my bill

This is regarding the excess charges been charged for my Vodafone no. pls note i have placed an request with Vodafone for no change portability last month. I also received a call on probably 1st week of Dec to check on the reason behind me changing my no.
After my explaining them the problem of me having to pay a bomb for using the internet service on my no. to which the Vodafone team confirmed that they will provide me a 149 Rs plan where i can use up to 2 GB free internet services. They also confirmed that they will forward my request to the respective department. If i remember correctly the executive i spoke was Mr. Hiralal.
Since i did not receive any kind of communication from Vodafone, i again called the Vodafone customer care to confirm whether my services have been activated. To my surprise the executive said that the request had yet not been forwarded & that he will send a fresh request again from his side.
I believed after so many calls the request would have been forwarded & also been activated. Hence i started using the service.
To my surprise, today when i received this month??s bill, i could find the amount to be about 4893 rs. Out of which about 4100 rs has been charged to me for the internet services used by me.
I fail to understand this kind of customer service where even after making repeated calls, you guys didn??t bother activating the plan. In fact not even bother informing me anything about it at all.
I request an immediate resolution to this or else i would want to discontinue with the no i am using. Neither do i wish to pay the internet charges( about Rs 4069.50) been charged for this month. I suggest if you can ask somebody to call & talk to me on the issue i have addressed.
I believe been an corporate customer, there should be some kind of customer service which should be rendered.

After this complaint was logged, i received a conformation form Vodafone care executive (Varsha Adam) that i will get an reversal of Rs.4723 in my next invoice bill. Request no for this was 1267142966 for you are reference.
but as per the conformation i didn’t got reversal of Rs.4723 in current bill & because of this i am getting regular calls from customer care & collection department for payment .
Please help as this matter pending since 2 months.
