EXCEEDING REPAIR COST

SIR,
I am posted in Air Force Station Hindan Ghaziabad.I handed over my scooter (LML VESPA NV MAKE 1997 REGD NO AS12 A 1067) to this showroom for repair of my scooter on 01/11/11 vide. job card no.862.The estimate was given Appox. Rs.8900 and delivery date 08/11/11.I was informed in Dec 11 that scooter may take some more days and finally in mid Jan 12 they informed me that scooter is ready for delivery.When I reached there I was told that repair cost is Rs.23,880 which shocked me,however nobody informed me before about this increase in budget when repair was on.Since then I am requesting them and trying to conveience them but till date I could not recover my scooter.This is embrassing me and giving me a lot of discomfort as I have no other 2 wheeler with me to perform my duty from my work place to service qtr which is about 3.5 Km.
