Dear Sir,

I bought new flat on may 2013.builder demand electric connection charges from all flat owners(Rs.4500/-).this demand by builder is as per rule ?

electric bill completly pay krne ke bad bhi purvanchal viddut nigam se galt bill diya gya please is ki jach kr uchit karyvahi ki jay
