ebay guarantee claim rejected

I would like to inform you that I have purchased 02 set of 02(2×2=4) piece each led bulb (04 piece) from ebay. the heading of this product was “Set of 2 PCS. HIGH QUALITY LED BULB 12W WATT LED LIGHT ENERGY EFFICIENT” and after watching this heading I decided to purchase the product. Please find the details as per below.

1- when I received the product by courier it was only one set of two piece (1×2=2)further I discussed the seller(Techyshop 9007124729 ) by phone then he assured that do not worry we send remaining assignment shortly.

2- after receiving the product when I compared this 12 watt led bulb with 7 watt Oreva led bulb (which I am using in my home since a long time and which cost is only INR 325 .00 /per piece)I found that the light of this product is at least 70% lower than Oreva bulb. very same day reported this thing seller by e mail and i also requested him if my remaining assignment is not shipped then please send me only single piece Led bulb in remaining balance amount or below (439.00) of any branded company like philips/hawells/syska/oreva because the product which i have recd is wastage of money.then seller said that these products are 4-5 times costly if you are not satisfied you can raise Ebay guarantee claim.

This product is not as written HIGH QUALITY and ENERGY EFFICIENT. totally wastage of money and not value for money. I can get 02 pc good quality bulb of any branded comapny in Rs. 878.00 of 6- 7 watt which would be exactly high quality and energy efficient.
Toady on 16th August 16, 2014 I recd a call from Ebay Guarantee claim department . they enquired about the problem . they asked that are you using this product.then I replied yes I am using the product. The ebay person said that if you are using this product then neither this product return nor money would be refunded. Then I asked him that If the amount which I have already paid on 5th august 2014 is used in market through ebay (in rotation)then why I should not use the product.then he said that your claim is rejected because you are usin this product.

Sir my concern is that the product as mentioned in Ebay is not sent secondly If my money(payment) is being used So why I should not use the product.
You are Requested to kindly look into the matter because its really wastage of money .I request you to my entire amount.
