duduction of balance and unable to connect costumer care

Name of company/service: Bsnl

without any reason,5 rupees my balance is deducted on 26 april and they sent me a sms that it was due to mobile masala activation which is totally false.i want to contact costumer care executive but they are not receiving my call.i have sent two sms for unsubscribe and spent 4 rupees by sending the sms,but that went in vein.i want my balance back and unsubscribe that non valuable service
