docomo cut amount without my knowledge

Name of company/service: tatadocomo

the docomo company will activate services without our permission and deduct amount from our balance.28-12-12 03.00pm they deducted rs.30 from my balance.when i called customarcare they said i hav downloaded something.but i never use internet in my phone.they are doing every month like this.
