delay in rectifying the complaint

I registered a complaint on 18/03/2016 @BSNL automatic registration, that my telephone is out of order. But till today(02/04 2016) there is no action from them. From 29/03/2016 I have been calling the customer service and asking them to rectify it. Everyday a different person attends the call and says it will be rectified in 24hrs. But nothing has been done.
