Delay in service ,false promise,missbehav,not cancellations of loan and return of processing fees

Sir I have applied home loan for extension my home of RS 12 lakh during of October 2017 but after laps of approximately 4 month and several time of my visit in bank branch after all due formality my said loan was sanctioned on 18 January 2018 but after 4 manth also when. Ok went to take check bank refuse me to disburse amt. Saying that you are not eligible for 12 lakh loan after being harsh by bank I submitted an application two time for cancellation of my loan and return my processing fees but after laps of 4 month bother canceled my loan and nor return my loan processing fees after several time of my visit in bank. I am a defence personal and presently posted in North East approximately 2000 km away. From Saharanpur and when I tried to contact bank branch bank representative missbehav with me please help me
