Delay in installing service metre.

I am kamtha kumar s/o kavitha devi. Sir we have Registered for new service on 08 April 2013.
With Registration No. NR90713737889.
But it has been not lnstalled till date.

And after 50 day when we enquired about it at pragatinagar sub station they gavie us notice to pay fine on our old meter number 0426 00434(from which we connected temporarily).

Case number : RRN/KP/JDML/383813

New metre service no: 0426 02470(we saw in net)
Sir after delay in installing we have no options
so we contacted lineman Ravi several time.
So sir kindly look out matter.
