Deficiency of service and deduction for unlnown services

Location/place: Mumbai

Name of company/service: Vodofone Mumbai

I landed at Kochi on the 16th June 2012 and was not able to get BBM service despite having enough balance in my prepaid mobile account. To my utter surpriseI received a message that grace period of 3 days has been given for recharging sufficient balance for activating BBM service though a balance of Rs.1750/- was available in the account. Received no response despite various complaints lodged except saying it is a technical error.No rectification or remedial measure has been taken. Deducted more than Rs.1500/=from my balance amount as session charges though such service was never utilised.Need Forums help in this regard.Mobile No,9821859789
