Deficiency in services by failing to give the permission to start a business which was assured initially

I would like to bring to your kind notice the ineffective way in which MPT acted which caused a great deal of disappointment and wastage of time and money to me.
I own a company, M/s sidereal agencies, and wanted to set up a shamiana stall at break water berth for selling antiques and carpets. I have the confirmation and a letter of acceptance from MPT for setting up the same. Attached are the same as
Annexure I and Annexure II respectively.
The period of contract for the same was from October 2012 to May 2013. Now after making all necessary payments towards the same, to my absolute shock, I have been not permitted to do the said business. The reason given by the port was that the custom’s department has not given me the NOC to start this business. Attached is the copy of this as Annexure III. That means, I have been invited by floating illegal tenders by the port and have been made false promises to start my business. Because of this misguidance, I underwent a heavy loss and demurrage since I had already paid all VAT tax and other payments to the manufacturers of goods for local sale in cruise terminal at break water berth. I also have procured loans from banks for this business trusting all the assurances given to me in good faith. This is devastating as now the port is not permitting to start my business.
I have invested Rs.10, 00,000/- for this Shamiana stall but since my business has been rejected by the port, a lot of time also has been wasted and so far several vessels have been berthed at the cruise terminal Since 2012 to this date and I have almost lost the business turnover of more than Rs 2 crore for the irresponsible attitude of port.
I feel cheated and I am extremely annoyed and upset by the careless approach exhibited by the port in handling my case.

As a consequence of your deficient service and the incompetency displayed by your employees, I have suffered undue hardship and mental frustration.
I would like to emphasize that:
• Your service has been utterly negligent and inadequate.
• I have undergone a lot of extreme stress and mental agony because of your unprofessional conduct.
Given the above sequence of events, I request you to give the permission to carry out my business as promised initially/ compensate me monetarily with the losses I incurred during this time along with all other expenses I bore for starting of this business. In addition, I request you to compensate me with an amount of Rs.10,00000 for the extreme stress and mental agony you have caused to me and the cost incurred by me in trying to contact your company for almost a month.
