Deduction of service tax without complete service, denied to return the same

I have contacted Oasis resource management after received mail for Canada work permit, after all procedure and payment with service tax(Rs.60000+7416), they tried to provide interview calls, but they didnot able to provide the interview call, and finally agreed to return the money Rs. 45000, deductiong Rs.15000 and denied to return service tax, also they denied to provide service tax paid chalan to me, it means that amount went into their pockets
