Deduction of Rs 124 from my main balance for no reason from No:8981319378

Dear Sir/Madam

I have subscribed to Rs 5 GPRS plan of tata docomo which gives 50 MB browsing data for a day on 11th May 2013 on MOBILE NO:: 8981319378.
Just after subscribing I opened a page of sony vaio. But to my surpise I when I closed the browser they deducted Rs 60 from my main balance.I called to customer care to inform about this but they misleaded and kept on telling that u have opened a page which was chargeable.
When I disagreed, They said you have downloaded certain item which cost Rs 60. I talked for about 5 min to customer care which was chargeable as per 50p/min and they kept on giving all sorts of illogical reason behind this.When I requested the fellow to connect to any senior of him,He denied and said they are not avialable and we cant give your money back.

Then being dejected when I kept the phone again they dedcuted Rs 60 from my main balance and again remianing Rs 4 balance.After this I am not able to connect to customer care till now.

I want to escalate the matter to consumer forum with a hope that it will help me.
