Deduction of 53 Rs balance and not getting benifit . complaint against TATA DOCOMO

Sir i have recharged 253 Rs recharge which contains 1GB Internet data plus 200 Rs talktime on mobile number 9175776313 on 25/08/2014.After that i made a call to customer care ,and ask about recharges . And i activate the recharge of 53 Rs through their executive by knowing the benifits of recharge. During asking he told me that you can get full benifit of this recharge (Recharge is for call rate deduction) , and he done that recharge.
But actually that plan( 53 Rs) is not working. When i contact the customer care ,they are not responding. After on same day i make another call to them ,at that time they promise me to give the benifit of 53 Rs plan in next 24 hrs.
But actually they dont give it to me.i again call them on 28/08/2014 and ask ,they again give promise that in next 24 hrs your call rates get reduce.but it not happens so.on 29/08/2014 i again contact them ,and they are giving me reasons which are different at every time and not responding to my complaint.
Sir please check my conversation with customer care of TATA DOCOMO .at every time they give differnt reasons and try to lie with me. So i want to my 53 Rs balance refund or the benifits of that recharge.
