Dead internet tablet delivered

My order no 3001753363 and I have ordered bsnl penta tab on 6/12/2012 and received it on 11/12/2012 . From the day I got tablet I tried to turn it on and it didn’t I kept it on charge for 2 hours then also it didn’t turn on . I immediately raised a case on India times shopping site and case no is 566265 .
I call them for exchange they told me to go to service centre. but there is no service centre in my city then they are telling me to go other city for service and get some DOA letter and there is no near by place to my city have that product service center . Now those people are saying they can’t help it if I want product to be exchanged then I should get that letter and they are unable to give me exact service center number or adderess they gave me wrong details and other company service center numbers when I asked them they are not valid then they say they can’t help it out and they are least bothered to ask there vendor how can he send a tab without checking it before shipping .. The last words from them are me to go for service center in which ever city it is and get that letter or they can’t do any thing..
I would like to know from them in there rerun polices they mentioned if product is in warranty then customer should goto service center then it can be exchanged but they didn’t mentioned if it is not customer city then he needs to go for other city… Now who will take responsibility for cheating me by sending a dead tablet …
