cosistently harresment and not issuing a new sim card

Name of company/service: Tata Docomo

My sim card of tata docomo GSM has been damaged, when I reached the store (of city centre 1, kolkata) I was said that they dont have a blank sim card now and it will be available tommorow, but it was’nt available the next day too. I was again said that it will be available after 2 days but even after going to the store after 4-5 days the blank sim was not in stock.
Except all these harresment the behaviour of the store manager as well as the employees were extremely bad as well not co-operative at all. Whenever the store is visited for the sim the same answer is replied with a given consent date.
