Complaint HP GAS Distributor

I am Krishna raj Singh. i have HP GAS. Now i want refill my gas cylinder.
But my hp gas distributor person (ABM HP GAS SERVICE,Hooglhy KOLKATA WB )telling me i will not help you and clear telling i will not do anything.

Please Help me.
