Complaint against BSNL 3G plan (Rs.450) fraud

Name of company/service: BSNL 3G

I wanted to use BSNL 3G on my data-card and I have activated a plan worth Rs. 450 on 21-June-2012 (which supposed to provide me 3G with 2GB usage).
But I am getting speed of 2G (10 to 20KBPS). When I contacted online BSNL customer care on 18001801503, they said, they can see a 2G plan has been activated on my number (9405339479) and issue would be resolve in 24 hrs.
I got call from BSNL in next 12 hrs and I was shocked when he said, “Sir, your 2G plan is working fine, we don’t see any issue with this so we are going to close your complaint here”.
I asked him again for confirmation (I thought he said 2G instead 3G by mistaken) but he damn sure replied a 2G plan is running from your number.
I (again…) express my deep sorrow to let him know that I am expecting 3G plan when I made a recharge of 450Rs.
And he said, he is not authorized to manually change plan to 3G from his system. He keep saying that “I can’t do anything from my end” and “inconvenience is regretted” and so on…
Finally he said “I am going mark your complaint as SOLVED”, please do call again customer service and register new complaint. (Call ended instantly with no reason.)

Here I want to ask, “Where are Consumer Rights?” Should I keep registering complaint all the time and they just forcefully mark it as solved even if it hasn’t been solved?
Somebody please let me know what should I do?
