Complaint about tikona services and customer service

Name of company/service: tikona broadband service

Hi This is Lokesh Chamarthi. I live in Delhi at shadipur.

I subscribed tikona broadband service for 6 months at 6-06-2012.but i didn’t get the installation till now at my home..I subscribed through Online only.
Mode of payment through Credit card. My user id tikona : 1106652538

In tikona terms and conditions i will get with in 3 days for installation, but installation was not done at my home.
I gave lot of complaints in customer care. but they did n’t take any action.i hesitated for the service and then finally after 13days I called to customer care at 18-06-2012.
and unsubscribed my account also.(UID: 1106652538)
They are given the request number also .the request number is 1-2357865317.
That time they told with in 30days I will get my refund amount 4000 INR but I didn’t get my refund amount till now. almost 60 days completed I gave lot of complaints to customer care about my refund amount.but they didn’t take the action. I didn’t face such an issue in my entire life. Tikona broadband service was very worst service..

i’m calling regularly to customer care..but they are telling with in 30days they will give my refund amount..they are telling the same story for every time..
i hesitated for this service and i gave complaint in consumer forum also…but no action…

please tell me how to approach consumer court for taken legal action against tikona broadband?..
