Complaint about thr seller fraud

I purchased a dell laptop from a man named Imtiyaj Khoja from olx.in. I asked him repeatedly about the battery backup of the laptop , he said it goes of 3-4 hours which is not true. It works for only 40 minutes. I tried calling him but he blocked my number. This is his phone number 08329047241.please help me on this.
