complain against field officer and manager

Location/place: buxar (bihar)

Name of company/service: state bank of indea,main road,buxar bihar

i am running for my eduction loan in sbi,main road,buxar,bihar.they demanded me various documents and LIC policy as a security time to time not together.while my loan is below 4 lac.and after 8 months later they say that they will not sanction my loan without any reason.they say me to contact with another bank for this.during this one field officer is changed.first field officer filled all forums and finalized my loan amount but did not sign.Now another field officer B.K.sinha and branch manager are saying,they will not do it.please help me for my continuous study.
