closed outgoing calls

Name of company/service: Aircel / Diamond communication

i purchased aircel sim from diamond communication Raj nagar -II palam colony – 110045 on 05/07/2012. After 2 days on 04/07/2012 our outgoing calls has been closed due to none received document .
i already submitted all valid documents at the time of purchase sim to diamond communication. i called lots of time to aircel customer care he is saying your no. will be activate after 4 hours but now today is 5th days our number not been activated

i am kidney transplant patient so unable to move any where frequently. i m suffering lots of problem without outgoing calls
