chit payment

I am m.srinivasa chary living in huzurabad mandal, karimnagar district, Telangana. I was a fifteenlakhs chit member in kapil chit fund and I paid 29 months with irregular payments but I have paid penalty also nearly 15000/-.on 28 April 2015 that chit was lifted on action by me. The manager said that due to irregular payments you will give the liquid surity, then I accept and signed on an agreement of sevenlakhs deposited form after two days of action. On that day the manager said sir i will give you a check of remaining amt 4,65,000/- within fifteen days.but after fifteen day he not responded for my call and now he told to me the as per company rules the payment will give to you within 45 days , you can do as much as like you .but the company rule is payment will within action to action. The manager thirupathireddy wantedly suffering me, kindly take appropriate action on him or kapil chit fund, huzurabad. Thanking you.
