Cheeting in the name of outstanding amount

Location/place: Bangalore

Name of company/service: Bharathi Airtel

After repeated follow up today
I received the check for Rs 5000.15 as refund amount. The refund was delayed by one year ( 16 March 2012) . I converted the postpaid number to prepaid by paying all the dues. Now in refund they have deducted Rs 999.85/- as outstanding amount. In fact if it was out standinging they would not have allowed me to change to prepaid number. For the delay they should have paid me interest. With out expalnation and details Bharthi airtel is cheeting its customer.
