cheating about top up

Location/place: surat, gujarat

Name of company/service: vodafone

i have recharge 225 rupees top up instead of getting full talk time i got only 0.87 tk time and their message showing that stax 24.75 and access fee 199.43 rupees
is it possible?

i talked to vodafone costumer care but they are not giving satisfactory answer.
