Charging more than the printed rate

the shopkeepers of Raipur are claiming that every cigarette company is charging them more than the printed rates … for example . a Classic milds packet of cigarettes has a printed rate of rs 116 only . but these shopkeepers are charging 140 rs per packets and individual cigarettes as 9 or 10 rs instead of 6 rs .. claiming that the company is charging them more than the printed rate .. even the cold drinks , other things are sold for more than the printed rates .. there are advertisements such as ” JAAGO GRAHAK JAAGO ” i ask , ” will there be any response to my complaint ???
