Change in name of Passenger in indian railways

Name of company/service: infosys

Hi,

Please let me know if I can transfer Lower birth quota confirmed ticket booked on my mothers name to my name as per change in name of passenger rule.

Since she is not willing to travel and fare charges are same -no senior citizen concession- as per the rule of Indian railways for change in name of passenger.

I am not convinced with incomplete information given by Asst. Commercial officer Mr.Parashar at DRM Office, Bhopal.
