Carpenter took advance payment and not working

Dear Experts,
I have hired a carpenter to make a work station at home with some other small works i.e repairing bed. He initially told me to complete this job with in a week. He total quoted 15000 INR. I gave him 7000 as advance to his bank account. Its been a month He has not provided anything. I am requesting him to give at least table but he keeps saying today tomorrow today tomorrow. His number is switched off.

I have whatsapp screenshot as well and bank transaction receipt. Please let me know what should I do further to get work done or to get refund.
