Builder has deny for changing name on electricity bill

hi I am Pramod Chavan from pune, I had taken flat before 5 months back also I had given all amount of that still my name not change on electricity I ask to builder abt that now he deny for changing the name also I had written mail to builder but still no reply from that his company known as PARAMOUNT DEVELOPERS Katraj kondawa rd pune 48
